I remember many years ago watching the movie “Waiting for Superman” a documentary about elementary aged kids living in New York who were waiting with bated breath for the results of the lottery picks for charter schools. Throughout the movie they gave heart wrenching statistics about the dropout rates for kids in most of the New York schools and touted the effectiveness of charter schools with their ability to staff based on merit and pivot quickly because of pared down bureaucracy.
